This is caused by instability issues between the game and some devices. There are a couple of things that can help with this issue.
1. Load the game from a save. Not the "Resume Games" option.
2. Go into game settings and make game graphics really low before entering a cheat.
3. Clear the games cache from app management in your phones settings. (Settings -> Apps -> GTA...-> Clear Cache).
4. Use a task killer such as this to close all other apps except the game and the cheater.

Otherwise 9 times out of 10 this is an issue caused by the keyboard that is being used by your device. Swype keyboard for example doesn't pass the keys to the game the way needed. To fix try the following.

If this is not the case then unfortunately this is caused by a bug in the firmware of some devices (Most notably Motorola devices) that prevent the keyboard being forced to stay open. The only way to fix this is to update your device if an update is available, or look for a custom firmware at http://forum.xda-developers.com/
I understand that updating a device just for the possibility of getting a single app to work may be a little excessive, so if you don't want to, just contact [email protected] for a refund.
4. Have a Xperia Play, using a game controller or have device with a hardware keyboard.
On devices such as these the device thinks the controller/game pad is actually a keyboard so expects cheats to be entered using it, not the on screen keyboard. To fix.
• Xperia Play - Slide the game pad shut before entering cheats.
• Game Controller - Possibly have to disconnect before entering cheats.
• Hardware Keyboard - Should be able to enter the cheats using the hardware keyboard. Otherwise slide shut and enter using on screen keyboard.

If the app experiences strange problems such as the cheat button randomly disappearing then the app may have become corrupted by another app or during download/install. To fix try the following:
1. Stop any battery saver apps running as these sometimes wrongly close the cheater app when they think it has finished being used.
2. Clear the cheaters cache from app management in your phones settings. (Settings -> Apps -> GTA Cheater -> Clear Cache).
3. Uninstall and reinstall the application.
